ဒီအစီရင္ခံစာမွာ ျမန္မာႏုိင္ငံရဲ႕ လူ႕အခြင့္အေရးအေျခအေနေဖာ္ျပ
ဒါက အေမရိကန္ ႏုိင္ငံျခားေရးဝန္ႀကီး ဂၽြန္ကယ္ရီရဲ႕ ျမန္မာႏုိင္ငံအေၾကာင္း စံနမူနာျပဳျပီး ထည့္သြင္း ေျပာၾကားခ်က္ ျဖစ္ပါတယ္-
"ျမန္မာႏုိုင္ငံလို ႏိုင္ငံတစ္ႏိုင္ငံရဲ႕ အေၾကာင္းကို (၁)မိနစ္ေလာက္ ကၽြန္ေတာ္ ေျပာပါရေစ။ ဒီမိုကရက္တစ္ျပဳျပင္ေျပာင္း
အခုဆိုရင္ တိုးတက္မႈေတြ၊ ဖြံ႕ျဖဳိးမႈေတြ လ်င္လ်င္ျမန္ျမန္ေပၚထြက္လာဖ
So I ask you just to think of a country like Burma for a minute. Because of steps towards democratic reform and stronger human rights protections, a country that had been isolated for years is now making progress. Has it reached where we want it to be? No. But it’s on the road. It’s moving. And more people are contributing to the economy and participating in the government, leading to faster growth and development. And by starting to embrace universal rights, the Burmese government has opened the doors to a stronger partnership with their neighborhood and with countries around the world.
Many challenges remain. Corruption has to be rooted out. Remaining political prisoners need to be freed. And the horrible mob violence of recent days is another distressing reminder of how long it takes to build what de Tocqueville called the habits of the heart. But if Burma’s leaders stay focused on promoting and protecting the rights of all people in their country, Burma is likely to continue along a promising path of renewal.

Thankfully, not all news from 2012 was discouraging. As the Secretary said, we’re encouraging – we’re encouraged by what’s happening in Burma. The Burmese government has released more than 700 political prisoners since 2011, many of whom have been in prison for more than a decade. Aung San Suu Kyi and 42 members of the National League for Democracy were elected to parliament in largely transparent and inclusive bi-elections. The government is relaxing some press censorship and allowing trade unions to form and register. However, many elements of the country’s authoritarian structure remain intact. And as the Secretary noted, we’re also very concerned by the conflict in Kachin state and communal violence in Rhakine state in central Burma.

3. Emerging Democracy and Space for Civil Society in Burma: Burma continued its historic transition towards democracy, beginning with the release of more than 300 political prisoners in January 2012. In addition, the Burmese government has opened new space for civil society by relaxing press censorship, permitting more types of uncensored content online, and permitting a number of assemblies and processions throughout the country.
